Frances Burt was a pillar of the community in Rhode Island, praised for selflessly taking in foster children and helping others, even though she had her hands full with her own children.

 

Who knew that Frances had two very different faces?  Who knew that she was secretly abusing those foster children?  That she was training them, along with her own children, to carry out such crimes as shoplifting, burglary, arson and worse?  Who knew that Frances kept a woman imprisoned in her basement for 20 years? Nancy Charpentier knew.  She was one of those foster children, and her own mother was the one imprisoned in that basement and kept as a slave. Nancy has now dedicated her life to exposing these horrible events and putting Frances Burt behind bars.
